New features:
1. An "emergency server" which is used as a last resort when all other
servers are down or overloaded. Use -e option to activate. See manual.
2. "Soft" and "hard" limits to the number of connections to each server.
This allows known clients to keep accessing a server up to the hard
limit, but new clients are not allowed until the number of connections
is below the soft limit.
3. Timestamps in debug entries.
