What is the formula for the weight algorithm?

Hello.

I configured a pen instance to LoadBalance HTTP-Traffic between two machines. As they are not equally powerful I configured pen to weight the number of connections.

From the /etc/pen.cf:
server 0 acl 0 address 192.168.39.210 port 80 max 0 hard 0 weight 1
server 1 acl 0 address 192.168.39.204 port 80 max 0 hard 0 weight 2

I expected to see twice as much connections to server 1 as to server 0.
But there were much more connections to server 0.

Can please anyone explain the used algorithm in short?
