udp ipsec

I was wondering about the feasibility of using PEN to load blance two or
more IPSec servers, which do a great deal of UDP traffic. I renember
treading that PEN was geared toward TCP traffic. If PEN is not the right
tool for the job then could everone please sugest one that would work
better for suitation.
