Attached is a patch to penctl.cgi so that the flags on the "Global Settings"
page work - that is, they display the current status, and changing them
works. These are "Blocking", "Delayed forward", "Hash", "Roundrobin",
"Stubborn"
Unfortunately, 'penctl mode' doesn't return the [no] http status. However I
don't see a fundamental reason why it shouldn't: a second, trivial but
untested patch is attached for that.
If this is done, then you can change the line marked "FIXME" in penctl.cgi.
